I know of the following skins that cause problems (e.g.in Cyrillic) because there is an umlaut in the folder structure.

All files have special characters or umlauts.

Most of the files are helmets and racing suits.
If these cannot be read, standard textures are loaded instead.

GTL/GTR2 also works without these files.
The same applies to the talent files (.rcd).

This is perhaps not one hundred percent optimal, but also not worth the huge effort of rewriting and updating everything.

From your list I only see 2 files that really cause problems so that the skin does not work for you.
